Launch of the Open Data Charter Measurement Guide

Understand how to measure Open Data activities according to the Charter principles

The Open Data Charter is a collaboration of governments and experts founded in 2015 aiming at opening data. Together with the civil society and experts around the world they established principles on how to publish data. Over 70 governments and organisations have joined the movement. The six principles are:

  1. Open by Default;
  2. Timely and Comprehensive;
  3. Accessible and Usable;
  4. Comparable and Interoperable;
  5. For Improved Governance & Citizen Engagement;
  6. For Inclusive Development and Innovation.

The Open Data Charter Measurement Guide gives an overview on existing measurement tools for each Open Data Charter principle. It provides the possibility to compare the different indicators that are used in the five largest Open Data measurement initiatives - the European Open Data Maturity Assessment by the European Data Portal, the Web Foundation's Open Data Barometer, Open Knowledge International's Global Open Data Index, Open Data Watch's Open Data Inventory and OECD's OURdata Index.
