European Parliament approves new rules on open data

The new Directive will make high-value datasets more accessible

On 4 April 2019, the European Parliament approved the recast of the Open Data and Public Sector Information (PSI) Directive. Thanks to this directive, public sector information and publicly funded data will become even more easily available and re-usable. This will in turn fuel the development of data-intensive technologies such as artificial intelligence.

The Directive is a revision of the Public Sector Information Directive that was adopted in 2003 and revised in 2013. This Directive governs the re-use of data held by public sector bodies (e.g. legal, traffic, meteorological and financial, etc.) for commercial and non-commercial purposes. The recast Directive updates the conditions under which public sector data should be made available for re-use, with a focus on making available the high-value data. High-value data is public data that has a high potential for re-use and can speed up the emergence of a wide variety of value-added information products and services (e.g. geospatial, meteorological, statistical data).

The European Commission will start working with the Member States on the identification of high-value datasets, which will be set out in an Implementing Act. The concrete high-value datasets will then have to be made freely and openly available for re-use in all Member States.
