How is it going with the Connecting Europe Facility programme?

Public consultation for its Mid-term evaluation

The Connecting Europe Facility (CEF) is a European instrument which is aimed at supporting the development of high-performing, sustainable and efficiently interconnected trans-European networks in three fields, Transport, Energy and Telecom. With investments into, for example, automated translation or the development of cross-border Open Data projects, the programme is also vital for the European Digital Single Market and exchange of data.

The CEF programme runs from 2014 to 2020 and to ensure its operations are still in line with its objectives, a mid-term evaluation is currently being conducted. The objectives of this evaluation are to report on the progress of achieving the programme's objectives, its efficiency in the use of resources and its European added value. To include the views of stakeholders such as citizens and public authorities on the performance of the instrument, a public consultation is organised. Considering the short operating time of the programme, the focus of this evaluation will be on CEF as a delivery instrument rather than the actual achievement of policy objectives. This means that the experience of stakeholders which have worked in CEF programmes is key to the evaluation in order to get a good insight in its delivery efficiency.

The public consultation is open between 28/11/2016 and 27/02/2017, after which the collected views will be analysed. Have you worked with the CEF instrument or been involved with the instrument by other means? Tell the European Commission about your views and experience to help improve this policy.
