Open Data Maturity Report 2019

Discover open data maturity in Europe in terms of policy, portal, impact and quality

Last year on 2 December, the European Data Portal (EDP) published its fifth annual report measuring the level of open data maturity across Europe. The Open Data Maturity Report 2019 (ODM19) records the progress achieved by European countries (which can be seen on the ODM dashboard) as they move forward with open data publication and re-use and the different priorities they have set to support it. The countries covered by this assessment include the EU28 Member States, as well as the EFTA countries: Iceland, Liechtenstein, Norway and Switzerland.

The ODM19 assess the level of open data maturity against four dimensions (policy, portal, impact and quality) and then clusters countries into four different groups (trend-setters, fast-trackers, followers and beginners) from the most mature to the least. Tailored recommendations are also provided.

Some results of the ODM19 are:

  • Ireland, Spain and France retain their leading position in Europe from last year.
  • The average open data maturity score of the EU28 is 66%, which is 1% up from last year.
  • The average open data maturity score of the EU28+ is slightly lower than EU28 at 62%.
