Connecting Europe Facility Telecom/2017-3 call launched!

€24 million in EU funding to support cross-border European digital networks

The European Commission has opened a call for proposals under the Connecting Europe Facility (CEF) to stimulate and support the deployment of European Digital Service Infrastructures (DSIs). Up to €24 million will be made available to meet the needs of public administrations, businesses and citizens in their cross-border activities. Interested applicants from all EU Member States, as well as Iceland and Norway, may submit their proposals in the areas of eInvoicing, eTranslation, Europeana and Public Open Data. The deadline for submission is 28 November 2017.

CEF Telecom funding supports projects of common interest that contribute to increasing the interoperability, connectivity and deployment of trans-European digital infrastructures across the EU, improving the daily lives of citizens, businesses and public administrations, and thereby contributing to the development of a Digital Single Market.

To receive co-funding under the calls, actions must be ready for deployment, contribute to EU Digital Single Market policies and have a long-term sustainability strategy. The funding will be allocated to those eligible proposals which best meet the award criteria as specified in the 2017 CEF Telecom Work Programme and call texts in the four DSIs listed below. This call is the third one under the 2017 CEF Telecom Work Programme.

Interested applicants are invited to submit proposals until 28 November 2017, for actions supporting the deployment of the four following European DSIs with an indicative maximum budget as noted:

  • eInvoicing - to support the uptake of electronic invoicing solutions among public administrations and of the European standard on eInvoicing - €10 million
  • eTranslation - to improve the quality and coverage of eTranslation especially in the public sector, thereby facilitating cross-border information exchange - €6 million
  • Europeana - to enhance accessibility of digital resources of European heritage - €2 million
  • Public Open Data - to achieve a new generation of cross-border and intelligent services for citizens and enterprises, as well as supporting decision-making for public authorities, through the use of High Performance Computers - €6 million

A Virtual Info Day on the CEF-TC-2017-3 call, including more information on each DSI area and the application process will take place on 12 September 2017.

How to apply?
Applicants should submit their proposal through the dedicated proposal submission system, accessible from the individual call webpages on the 2017 CEF Telecom Call web page. All call documents and additional background information are also available on the individual call webpages. Please remember that the submission deadline is 17:00.00 Brussels time, 28 November 2017. The evaluation of the proposals is expected to start in December 2017. The results of the evaluation and the decision on the allocation of grants is foreseen to be announced by April 2018.
