The Global Health Security Index

The Global Health Security Index is an assessment of the global preparation for epidemics and pandemics based on open information.

In October 2019, the Global Health Security (GHS) Index was established, which is a comprehensive assessment of the preparation for epidemics and pandemics for 195 countries. The GHS Index is a project of the Nuclear Threat Initiative and the Johns Hopkins Center for Health Security, and was developed with the Economist Intelligence Unit. They created a framework, organised across 6 categories, 34 indicators, and 85 sub-indicators to assess a country’s capability to prevent and mitigate epidemics and pandemics.

The GHS Index seeks to illuminate preparedness and capacity gaps to increase both political will and financing to fill them at the national and international levels. They perform their own analyses and present the results in data stories. For example, the index showed in October 2019 that collectively, international preparedness for pandemics was very weak. There are many countries that received a low score on national public health emergency preparedness and response plan, emergency response operations, linking public health and security authorities, and systems in place for dispensing medical countermeasures during a public health emergency.

The GHS Index relies entirely on open-source information: data that a country has published on its own or has reported to or been reported by an international entity. The database they created included their scorings per country are openly available on their website.
