Open Data based flood warning?

Agency invites developers to develop apps for flood alerts

How to send out messages warning people of potential floods in their region? That is the question the Environment Agency and Natural Resources Wales is working on since 2004. When they started providing warning messages to those possibly affected, these messages were sent out only by landline telephone connections. Nowadays, the target audience has moved to mobile phones, internet and other digital services.

To deal with these new channels and to reduce the costs, the Agency acquired a new flood warning system which uses social media and mobile phones to spread the message. To further develop the flood warning messages, the Agency invites developers to create apps for the different audiences. For this purpose, all the data on the system is published as Open Data. Can you develop an application and help warn people for approaching floods?
