Legislative proposal on European Data Governance

The Commission takes steps to boost data sharing and support European data spaces

On 25 November, the European Commission published a new proposal on data governance that aims to boosts data sharing across the EU and between industries.

With this draft regulation, the Commission intends to pave the way in creating value to society by fostering trust of citizens and companies in data sharing. The data governance rules are drafting in full respect of EU values and rights, for instance, personal data protection (GDPR), consumer protection or competition rules.

The Executive Vice-President (Margrethe Vestager) for A Europe Fit for the Digital Age, presents the regulation nicely: 

You don't have to share all data. But if you do and data is sensitive you should be able to do in a manner where data can be trusted and protected. We want to give business and citizens the tools to stay in control of data. And to build trust that data is handled in line with European values and fundamental rights.

The Commission aims to increase trust by ensuring the neutrality and transparency of data intermediaries. Strict requirements prevent the intermediaries from selling data or processing it on their own account. Moreover, the regulation includes measures that facilitate reuse of public sector information and means empowering companies and individuals to voluntarily share their data safely and easily.
