UN OCHA and Centre for Humanitarian Data developed a Guidance Note on Statistical Disclosure Control

In early August 2019, the United Nations Office for Coordination of Humanitarian Affairs (UN OCHA) and the Centre for Humanitarian Data developed a Guidance Note on Statistical Disclosure Control (SDC). This report outlines the steps that are involved in the SDC process, the potential applications for its use, several case studies, and key actions for humanitarian data practitioners to follow when managing sensitive microdata. In addition, the Guidance Note outlines how the Centre for Humanitarian data is using this process to mitigate risks for datasets on the Humanitarian Data Exchange (HDX).

This report is part of a series of eight guidance notes on Data Responsibility in Humanitarian Action that will be published in 2019 and 2020. This series aims to provide additional guidance to readers on specific issues, processes, and tools for data responsibility in practice following the publication of the working draft OCHA Data Responsibility Guidelines in March 2019. The report was written and made possible with the support of the Directorate-General for European Civil Protection and Humanitarian AID Operations (DG ECHO).
