The fundamental aim of Green Belt policy is to prevent urban sprawl by keeping land permanently open; the essential characteristics of Green Belts are their openness and the ir permanence. Green Belt serves five purposes check the unrestricted sprawl of large built-up areas prevent neighbouring towns merging into one another assist in safeguarding the countryside from encroachment preserve the setting and special character of historic towns; and assist in urban regeneration, by encouraging the recycling of derelict and urban land First designated in the Greater Manchester Green Belt Local Plan in January 1984. This was then carried forward in the Wigan Urban District Plan in January 1996, the further in the Replacement Urban District Plan in April 2006
